This approach can be complemented powerfully by demonstration projects. These are projects designed to develop new approaches, to show how ideas can be put into practice, and to encourage scaling up. Whether or not such a project succeeds depends primarily not on the direct project outcomes, but on whether it yields knowledge that is developed and replicated at a much larger scale elsewhere. If we are to be convincing that the project really does embody strong lessons, evaluation must play a key role in learning from demonstration projects.
The Consultative Group for International Agricultural Research (CGIAR), a network of research centers, has created and promoted crop improvements in developing countries over the last 30 years, enhancing productivity and nutrition and reducing rural poverty. These centers have produced more than 500 varieties of grain now planted in poor countries and have helped to increase average yields in target grains by 75 percent over three decades. At the same time, there have been major setbacks in some areas where global action is clearly warranted.
Governance has also improved in some key respects. 1 Aid in general has become far better targeted toward poverty reduction in recent years. With the end of the Cold War, donors became less interested in using aid to achieve geopolitical goals and more interested in using aid to promote development.
